BMW M3 Challenge and its four different playing modes will provide plenty of opportunity for determined practice for the soon starting worldwide online competition where talented drivers can already register on the official homepage. Up to 1000 drivers will compete against each other to prove their racing skills. Tennessee Sen. Lamar Alexander appears poised to be elected the next Senate Republican Conference chairman this week, according to Senate sources.

Barring a surprise change in the political landscape that sends undecided senators and even a few committed to Alexander to challenger Richard Burr of North Carolina, he should be elected to replace Sen. Jon Kyl, who is expected to be elected the new whip, replacing retiring Sen. Trent Lott. The election occurs tomorrow.

One source said Alexander appears ahead because his team has run a better campaign.

"Alexander has a coherent approach as opposed to an incoherent approach," said a leadership official

The battle for the No. 3 Senate leadership post between Tennessee Sen. Lamar Alexander and North Carolina's Richard Burr is heating up in advance of tomorrow's vote. The race for chair of the Senate GOP Conference intensified this week when Texan Sen. Kay Bailey Hutchison bowed out.

Senate sources said they had heard she was making calls on behalf of Alexander, but an aide said that those rumors were "100 percent not true" and that she wasn't taking sides in the race. Hutchison spokesman Matt Mackowiak confirmed that the Texan isn't whipping votes for either candidate.

"Senator Hutchison has said she will not endorse or help either candidate for conference chair," said Mackowiak. Some in the leadership expect Alexander to win, replacing Sen. Jon Kyl. Kyl is expected to move up to Senate whip to replace retiring Sen. Trent Lott, who is expected to open a consulting and lobbying shop in Washington.

Alexander is credited with being a good party spokesman—the main job of the conference chair—and a tremendous fundraiser for the party. He also has a long Washington résumé and has run for leadership posts before. Rookie Burr is no slouch, however. His team says he is excellent at policy, has keen political instincts, is an able legislator, and is a good fit for the job as spokesman. They also dismiss any suggestion that he hasn't been working 24/7 to woo colleagues.

"Since last week, Senator Burr has been reaching out to his colleagues and has been working hard for every vote," says a Burr associate. A leadership aide said a Burr victory would "be a major upset."

CNN) -- A 19-year-old gunman who killed eight people and then himself Wednesday at the Westroads Mall in Omaha, Nebraska, left a suicide note, police said.


Police have identified the gunman as Robert A. Hawkins, 19, of Nebraska.

Surveillance cameras may have captured the shooting, Warren said.

"We'll be here throughout the night, it's a very extensive crime scene," he said.

Police identified the gunman as Robert A. Hawkins of Nebraska.

They have recovered an SKS assault rifle and the suspect's vehicle.

Hawkins had lived for about the past year and a half with Debora Maruca Kovac, who told CNN she took him in because he reminded her of a "lost puppy that nobody wanted."

Kovac said she found Hawkins' suicide note and called his mother. In the note, she said, Hawkins apologized and said he no longer wanted to be a burden. He also expressed a sense of worthlessness and said "now he'll be famous," Kovac said. Kovac said that Hawkins and his girlfriend had recently broken up and he had just lost his job at a McDonald's restaurant.

The gunman's victims include five women and three men, Warren said. Police have yet to determine whether they were mall employees or customers.

Witnesses described chaos and frantic shoppers running away from the Von Maur store, where the shooting began just before 2 p.m.

"You're in such shock, it's hard to think. I was hoping God would spare us," said a woman who was clutching a rosary in her trembling hand after the shootings. "We had to put up our hands and follow the police to the outside."

"My knees rocked. I didn't know what to do, so I just ran with everybody else," shopper Kevin Kleine told The Associated Press.

"I was standing around getting ready to go back to work and all of a sudden I heard this bang, bang, bang -- it sounded like someone shooting fireworks," another witness told CNN affiliate KETV. "I ran to get away from whatever was happening."

"We heard about 35, 40 shots, and on our way out we did see someone down by the escalator, bleeding," Jennifer Cramer told KETV.

"I heard three loud pops," said mall employee Charissa Tatoon. "Immediately after that, there was a series of maybe 20 to 25 more shots up on the third floor." She said she saw a man shot on the second floor and "at least four or five" people brought out on gurneys.

Sgt. Teresa Negron said it was not yet known whether the gunman said anything before opening fire, because police were still interviewing witnesses.

Seven people died at the scene, and two -- a man and a woman -- died after reaching Creighton University Medical Center.

Two of the wounded are in critical condition.

The wounded include a woman who was in surgery in critical condition; a 61-year-old man who was shot in the armpit and suffered a chest wound; a 34-year-old man who was shot in the arm and a 55-year-old man who fell and struck a clothing rack with his face as he was trying to escape.

President Bush visited Omaha Wednesday but left an hour before the shooting, the AP reported.

"The president is deeply saddened by the shootings in Omaha, Nebraska, earlier today," White House press secretary Dana Perino said.

"His thoughts and prayers are with the victims and their families this evening. Having just visited with so many members of the community in Omaha today, the president is confident that they will pull together to comfort one another as they deal with this terrible tragedy."

As news of the shooting spread, people gathered outside the mall, checking on loved ones who were inside.


The shopping center will be closed until at least Thursday, police said.

The shooting was at least the fourth at a mall or shopping center so far this year, following incidents in Salt Lake City, Utah; Kansas City, Missouri; and Douglasville, Georgia

CARACAS, Venezuela (AP) -- After nearly four years of economic growth fed by record oil prices, inflation is beginning to eat away at Venezuela's economy despite efforts by President Hugo Chavez's government to put a cap on swiftly rising prices.

Inflation surged to 4.4 percent last month alone, sending annual accumulated inflation to 18.6 percent -- raising concerns the problem could be growing out of control. And rising prices come as shortages of basic goods from milk to toilet paper also become a growing aggravation for Venezuelans.

"Food has gone up the most. The prices of these products, if you can find them, are in the clouds," quipped Jose Guevara, a 54-year-old shopkeeper, as he left a supermarket in downtown Caracas. "We've become experts at substituting one food for another."

Over the last year, food and beverage prices have skyrocketed by 33 percent. Analysts expect this oil-rich South American country to close the year with an inflation rate of 20 percent or more despite government-imposed price controls on 400 consumer products.

The government was aiming to close 2007 with accumulated inflation below 12 percent. Inflation ended 2006 at 17 percent.

In February, the government announced an anti-inflationary plan, that featured the lifting of price controls from several staples, while reducing the value-added tax from 15 to 9 percent.

The government is also lopping off three zeros from the nation's currency, the bolivar. On Wednesday it unveiled anti-counterfeiting features of the revamped currency, dubbed the "Strong Bolivar," which will start circulating in the New Year.

But efforts to slow inflation have been undermined by near-record public spending by Chavez's oil-rich government, which has put billions of dollars (euros) into social programs for the poor, said Jose Guerra, an economist who closely monitored government spending at the Central Bank before leaving the institution in 2005.

"The spending policy has been too intense and there's no way to bring down prices with such high spending," Guerra said.

Guerra said that price controls have been accompanied by foreign currency controls, which have also boosted inflation by forcing many businesses to buy U.S. dollars on the black market for as much as 6,500 bolivars -- or more than three times the official rate fixed at 2,150 to the dollar.

Prices controls, which were established by Chavez's administration in February 2003, are responsible for serious food shortages, including milk, eggs and sugar, Guerra added.

"The worst part is there's no hope that things will improve because everything is going to continue to rise because dollars on the black market are rising," Javier Barreiro, a 26-year-old shopkeeper

TEHRAN, Iran (CNN) -- Iranian President Mahmoud Ahmadinejad on Wednesday called a U.S. intelligence report that downgraded his country as a nuclear threat "a declaration of victory" for the Iranian nuclear program.


President Mahmoud Ahmadinejad said earlier U.S. reports were based on "shoddy intelligence."

But President Bush said later that Iran needs to "come clean" on its nuclear program by detailing past actions and future intentions.

"The Iran nuclear issue is a problem and continues to be a problem," Bush said.

Bush called on Tehran to suspend nuclear enrichment that it says is for civilian purposes but that the U.S. leader says could covertly be converted for military use.

Ahmadinejad said this week's U.S. National Intelligence Estimate saying Iran had stopped nuclear weapons work in 2003 was vindication.

"The report said clearly that the Iranian people were on the right course," Ahmadinejad said, according to a report from the official Islamic Republic News Agency.

"Today, Iran has turned to a nuclear country, and all world countries have accepted this fact," the Iranian president was quoted as saying.

During a televised speech made from Ilam province in western Iran, Ahmadinejad said earlier reports from the United States had been based on "shoddy intelligence."

The Bush administration has for years warned that Iran's development of nuclear power plants and enriched uranium masked an effort to produce an nuclear bomb.

Top U.S. officials have called the prospect of a nuclear-armed Iran "unacceptable."

But in a report released Monday, U.S. intelligence agencies concluded that Iran had suspended nuclear weapons work in 2003 and was unlikely to produce enough weapons-grade uranium for a bomb until at least 2010. The assessment reverses a 2005 National Intelligence Estimate that found the Islamic republic was "determined to develop nuclear weapons despite its international obligations and international pressure."

The revised U.S. conclusions come after months of accusations that the Bush administration was attempting to maneuver the United States into a conflict with Iran, which it also accuses of meddling in the war in Iraq. In October, the United States designated elements of Iran's Revolutionary Guard Corps as supporters of terrorism.

Iran declared its ability to produce enriched uranium for a civilian energy program in 2006. Enriched uranium at low concentrations can be used to fuel nuclear power plants, but much higher concentrations are needed to produce a weapon.

Iran has denied working to produce nuclear weapons, but it has refused the U.N. Security Council's demand that it halt uranium enrichment work.

The United States and its European allies are pushing for tighter sanctions against Tehran as a result of that refusal, and Bush said Tuesday that the latest estimate "makes it clear that the strategy we have used in the past is effective."

On Wednesday, Bush said U.S. officials had been in touch with leaders in Germany, Britain, France and Russia and had received support for continued pressure on Tehran.

The U.S. president said Iran must reveal details about its nuclear past and plans or face international isolation.

"The Iranian government has more to explain about its nuclear intentions and past actions, especially the covert nuclear weapons program pursued into the fall of 2003, which the Iranian regime has yet to acknowledge," Bush said

CNN) -- Debra Lafave, a former Florida middle school teacher convicted of having sex with a student, was arrested Tuesday for "inappropriate but non-sexual contact" with a teenage coworker, the Hillsborough County Sheriff's Office said.


Debra Lafave was arrested after talking with a teenager. She is not allowed to have contact with anyone under 18.

The association violated the terms of Lafave's probation, which forbade her to have contact with anyone under 18, the sheriff's office said.

She was released on her own recognizance.

Lafave and her mother, Joyce Beasley, had no comment as they left the jail.

"I can only characterize this as somewhat of a bizarre and unusual violation," said Lafave's attorney, John Fitzgibbons.

Lafave, 27, pleaded guilty in November 2005 to having sex with a 14-year-old boy and was sentenced to three years under house arrest and seven years of probation.

Lafave was also required to register as a sex offender and abide by numerous conditions.

She was arrested after corrections officers interviewed a 17-year-old girl, who worked at a restaurant where Lafave had been employed since January 2006, according to the violation report from Florida's Corrections Department. Watch Lafave's ex-husband discuss the allegations »

The teenager told the officers that Lafave discussed "non-work related issues such as family problems, friends, high school, personal life, boyfriend issues and sexual issues in both private one-on-one conversations" with her and in group settings, according to the report.

"I would characterize this simply as 'girl talk,' or 'guy talk,' if you will, among fellow employees, that all of us do every day," Fitzgibbons said. "This is it. There's no more, there's no less. ... I would describe it as simply a workplace friendship."

The co-worker will turn 18 on January 2, Fitzgibbons said.

Lafave refused to make a statement regarding the allegations, the document said.

She was ordered to quit the restaurant job and now works as a receptionist in her mother's barber shop, the report said.

Lafave says she suffers from bipolar disorder and is receiving treatment.

Fitzgibbons said his client has done everything required of her, living with her parents and leaving only to go to work. She has done so well on two years of house arrest, he said, that he has been planning to ask that the third year be waived.


Fitzgibbons said he still intends to make that request, and hopes Lafave's arrest will not hurt that effort -- "I would hope that the court would be understanding."

"She's really tried hard, so it's upsetting to her," he said of the arrest, but noted it was "unheard of" for someone on probation for a sexual offense to be released on her own recognizance

LONDON, England (CNN) -- A British man who reappeared five years after he was thought to have drowned in a canoeing accident has been arrested on suspicion of fraud, police confirmed Wednesday.


Darwin was arrested late Tuesday in the southern English county of Hampshire.

1 of 4 Police, who are trying to piece together the movements of John Darwin over the last five years, have made a public appeal for information over his whereabouts.

They are also investigating the authenticity of a photo published in British tabloid newspaper the Daily Mirror, which claims to show Darwin alongside his wife in an apartment in Panama City, Panama in July 2006.

The 57-year-old was presumed dead in 2002 after he went missing after going canoeing in the North Sea off the coastal town of Seaton Carew, in northeast England.

In an appeal for public help, Detective Superintendent of the Cleveland Police, Tony Hutchinson, said: "There will be people out there who know exactly where he has been, what he has been doing and where he has been living." Watch the police request for information on Darwin. »

Hutchinson said police reopened the investigation into the disappearance three months ago, when information about Darwin's finances came to light.

"One side is that he has suffered amnesia, but the other side is that some criminal case has occurred," he said.

Darwin, a prison officer and former teacher, was declared dead by a coroner in 2003, 13 months after he went missing.

But on Saturday Darwin walked in to a police station in central London and told officers: "I think I am a missing person", a spokeswoman for Cleveland Police, the local force investigating the case, told CNN.

Hutchinson said he appeared to be "in apparently good health -- tanned and well-nourished."

According to widespread media reports, Darwin told police that he did not remember where he had been for the last five years.

He was later reunited with his two sons, Mark, 31, and Anthony, 29, who released a joint statement saying the reappearance of their father was "a huge shock."

The statement said their mother, Darwin's wife Anne, who is believed to have moved to Panama last month after selling the couple's home in Seaton Carew, had also been informed of the news and "was delighted to hear it."

"We have spoken with John and he appears to be in good health, however he currently has no memory of events since June 2000," his sons said in the statement.

Darwin was arrested late Tuesday by police in the southern English county of Hampshire where he had been staying since his reappearance, police told CNN.

He is to be taken from London to the northeast for questioning later Wednesday.

Inspector Andy Vickers, of Cleveland Police, the local force investigating the case, said: "A 57-year-old man has been arrested by police in Hampshire at the request of Cleveland Police in relation to the ongoing investigation into the disappearance of John Darwin in 2002."

Darwin's 90-year-old father Ron said the last time he saw his son was just a few days before he went missing, he told his local newspaper, the Hartlepool Mail.


"The people were in to put in a television and he was round for a chat, but the house was full. He said 'tell you what dad, see you later,' and I said 'cheerio' and that was the last time I saw him," the newspaper reported the father as saying.

His father said he was looking forward to seeing his son and giving him "a nice hug and kiss."

SAN FRANCISCO, California (AP) -- Saying it went too far in its pursuit of profit, the popular Internet hangout Facebook is allowing its 55 million users to permanently turn off a new marketing tool that tracks their activities at other Web sites.


Facebook is believed to generate more than $150M in annual revenue after just three years in business.

The privacy control, announced in a Wednesday apology by Facebook founder Mark Zuckerberg, will likely limit the reach of an application called "Beacon." The tool is part of a month-old program that the Palo Alto-based startup had hailed as an advertising breakthrough.

Facebook users attacked Beacon as a flagrant violation of privacy. The tool enables Facebook to track its users' purchases and actions at dozens of Web sites and then broadcast the data on the pages of their listed friends within its social network.

"We've made a lot of mistakes building this feature, but we've made even more with how we've handled them," Zuckerberg wrote on Facebook's blog. "We simply did a bad job with this release, and I apologize for it."

Empowering users to block Beacon entirely "is big step in the right direction, and we hope it begins an industry-wide trend that puts the basic rights of Internet users ahead of the wish lists of corporate advertisers," said Adam Green, a spokesman for the advocacy group MoveOn.org.

More than 65,000 Facebook users signed a petition that MoveOn organized against Beacon.

Critics remain worried that Facebook and other popular Web sites will deploy increasingly sophisticated technology to shadow Web surfers' activities in an attempt to tailor advertising more and more specifically.

"The move to allow users to turn Beacon off entirely may restore a small measure of control to Facebook's members, but it is by no means an adequate safeguard for ensuring privacy protection on this and other social networking platforms," said Kathryn Montgomery, a professor at American University.

Jeff Chester, executive director of the Center for Digital Democracy, promised to continue to press U.S. and European regulators to examine Facebook's "significant privacy problem."

Matthew Helfgott, a college student user who was irritated last month when Beacon alerted him about a gift his girlfriend had bought him, was more forgiving.

"I can understand why (Facebook) wanted a program like this, but I didn't like the way they went behind everyone's backs doing it," said Helfgott, 20. "I just hope they learned from their mistakes and do a better job telling their users about important changes like this in the future."

Although outrage over Beacon attracted widespread attention, it apparently didn't drive people away from Facebook -- the Internet's second largest social network behind News Corp.'s MySpace.com.

In the week Facebook unveiled Beacon, its Web site attracted 20 million U.S. visitors, according to comScore Media Metrix. More than 22 million came during each of the next two weeks, and nearly 25 million people visited Facebook the week ending Nov. 25.

Facebook hoped Beacon's marketing feeds would be seen as "trusted referrals" among friends, helping to drive more sales to the sites using the system and eventually generate more ad revenue as the 3-year-old company tries to fulfill lofty expectations.

But thousands of users lambasted the referrals as a betrayal of trust.

"I'm not proud of the way we've handled this situation and I know we can do better," Zuckerberg wrote.

It's the second time in 15 months that Zuckerberg, 23, has fended off a privacy-rights backlash. Last year, after Facebook introduced its "news feed" tool that tracked changes to users' profiles, it was swamped with complaints. In response, it added a way to turn off the feature. Those news feeds are where the Beacon-generated referrals now appear.

Facebook tried to quell the rebellion against Beacon by revising it so the information gathered was shared only when users specifically gave permission. Previously, consent was assumed unless users declined, but many said they never saw the notices that appeared for 20 seconds and then vanished.

But opposition remained among some users and privacy rights activists because Beacon continued to gather information about users' behavior even when they weren't logged into Facebook.

Now, when users turn off Beacon, Facebook won't store anything about their activity on other sites, "even when partners send them to Facebook," Zuckerberg pledged Wednesday.

Privately held Facebook is believed to generate more than $150 million in annual revenue after just three years in business, but it's under pressure to accelerate its growth.

Microsoft raised the stakes last month by paying $240 million for a 1.6 percent stake. The investment implied a $15 billion value for Facebook -- an assessment that will require the company to become a lot more profitable in the next few years.

WASHINGTON (AP) -- The Bush administration argued in the Supreme Court on Wednesday that foreign terrorism suspects held at Guantanamo Bay have sufficient opportunities to challenge their confinement, the third round of high court review of the detentions.

The measures set out in U.S. law for the 305 men to contest their detention is a "remarkable, remarkable liberalization" of the protections historically afforded foreigners held by the United States somewhere other than on U.S. soil, said Solicitor General Paul Clement.

But attorney Seth Waxman, representing the detainees, portrayed the case as a fundamental test of the U.S. system of justice. Many of the prisoners "have been held ... for six years," he said.

Under the current system, "they have no prospect" of being able to challenge their detention in any meaningful way, said Waxman, who held Clement's job during the Clinton administration.

The justices, who ruled for the detainees in two prior decisions, subjected both Clement and Waxman to a barrage of questions.

Chief Justice John Roberts and Justice Antonin Scalia pressed Waxman on whether the detainees are entitled to hearings in civilian courts.

But most questions from the justices seemed to accept that the detainees have some rights and focused on whether procedures in place are adequate.

Justice Anthony Kennedy, considered a pivotal vote in the case, raised the possibility of returning the issue to the U.S. Court of Appeals for the District of Columbia Circuit, where the detainees' status as enemy combatants is undergoing a highly restrictive form of review.

Waxman argued that such a move would simply cause more delays in deciding the prisoners' fate. Clement said the appeals court would be an appropriate forum for resolving the issue.

Lawyers for the foreign detainees contend the courts must get involved to rein in the White House and Congress, which changed the law to keep the detainee cases out of U.S. courts after earlier Supreme Court rulings. The most recent legislation, last year's Military Commissions Act, strips federal courts of their ability to hear detainee cases.

Waxman, the top Supreme Court lawyer during the Clinton administration, said that "after six years of imprisonment without meaningful review, it is time for a court to decide the legality" of their confinement.

The detainee case drew several hundred spectators who lined up outside the courthouse in a light snow. About 50 had camped out overnight for a chance to get inside to hear the arguments in the third case the Supreme Court has heard since 2004 on the administration's detention program.

Meanwhile, two dozen protesters, some in orange prison-like jumpsuits, chanted and waved signs.

"Restore habeas corpus!" they intoned, referring to the right to court review of the legality of detention, the heart of the argument before the high court.

Clement said foreigners captured and held outside the United States "have no constitutional rights to petition our courts for a writ of habeas corpus."

The case could turn on whether the court decides that Guantanamo is essentially U.S. soil, which would make the case for detainee rights stronger. Kennedy said as much in a concurring opinion in Rasul v. Bush, the 2004 case that was the court's first foray into the administration's detention policies.

"Guantanamo Bay is in every practical respect a United States territory," Kennedy said in the earlier ruling.

The administration also argues that panels of military officers that review the detainees' status as enemy combatants are adequate, even if the Supreme Court decides they have the right to contest their confinement.

The justices, however, decided to review the issue in June, after having turned down the detainees' appeal in April. They provided no explanation, but their action followed a declaration from a military officer who criticized Combatant Status Review Tribunals.


The United States has no plans to put most of those held at Guantanamo on trial. Just three detainees face charges under the Military Commissions Act and the military has said it could prosecute as many as 80.

The consolidated cases are Boumediene v. Bush, 06-1195, and Al Odah v. U.S., 06-1196

WASHINGTON (CNN) -- President Bush was told in August that Iran's nuclear weapons program "may be suspended," the White House said Wednesday, which seemingly contradicts the account of the meeting given by Bush Tuesday.


President Bush wasn't given specifics in the August meeting, his press secretary says.

Adm. Mike McConnell, the director of national intelligence, told Bush the new information might cause intelligence officials to change their assessment of the Iranian program, but said analysts needed to review the new data before making a final judgment, White House press secretary Dana Perino said late Wednesday.

"Director McConnell said that the new information might cause the intelligence community to change its assessment of Iran's covert nuclear program, but the intelligence community was not prepared to draw any conclusions at that point in time, and it wouldn't be right to speculate until they had time to examine and analyze the new data," Perino said in a statement issued by the White House.

The new account from Perino seems to contradict the president's version of his August conversation with McConnell and raised new questions about why Bush continued to warn the American public about a threat from Iran two months after being told a new assessment was in the works.

But Perino said there was no conflict between her statement and Bush's Tuesday account of the meeting, when he said McConnell "didn't tell me what the information was."

"The president wasn't given the specific details" of the revised intelligence estimate, which was released Monday, Perino said. Nor did Bush mislead Americans in October, when he warned of a third world war triggered by Iran's development of nuclear technology, she said.

"The president didn't say we're going to cause World War III," Perino said. "He was saying he wanted to avoid World War III."

In October, the president told reporters, "If you're interested in avoiding World War III, it seems like you ought to be preventing [Iran] from having the knowledge necessary to make a nuclear weapon." The apparent gap between what U.S. intelligence officials knew in August and Bush's later warnings drew sharp criticism from Sen. Joseph Biden, the chairman of the Senate Foreign Relations Committee and a Democratic presidential candidate, who called Bush's explanation unbelievable.

"I refuse to believe that," Biden said Tuesday. "If that's true, he has the most incompetent staff in modern American history, and he's one of the most incompetent presidents in modern American history."

But Perino said there was no need for Bush to pull back on any of his public statements after the August meeting, because McConnell stressed to the president that intelligence officials still had to do "due diligence" to make sure the new information was correct.

"The director advised that there were many streams of information that had the potential to be in conflict, and it would take more time to vet it all to determine validity, and that's why they were not able to meet the deadline," she said in the prepared statement.

Perino said her account came from a conversation that McConnell had Wednesday with another White House official. Earlier, Perino's deputy, Tony Fratto, had refused to provide reporters with further details about the August meeting between Bush and McConnell.

The Bush administration has spent years warning that Iran's development of nuclear power plants and enriched uranium masked an effort to produce an atomic bomb. But in a reversal of a 2005 report, the National Intelligence Estimate released Monday concluded that Iran suspended nuclear weapons work in late 2003 and was unlikely to produce enough weapons-grade uranium for a bomb until at least 2010.

Instead of focusing on that reversal, Bush has continued to stress that the report confirms long-standing suspicions that Iran had a nuclear weapons program in the first place. He said Wednesday that Tehran "has more to explain about its nuclear intentions and past actions," including a weapons program "which the Iranian regime has yet to acknowledge."

But Iranian President Mahmoud Ahmadinejad said the report was "a declaration of victory" for Iran in the face of international pressure to suspend his country's production of nuclear fuel.

"Iran is a peaceful nuclear country now, and they have all accepted Iran as a nuclear country and have announced they will stand a nuclear Iran," Ahmadinejad said Wednesday.

But Bush said Tuesday the report "doesn't do anything to change my opinion about the danger Iran poses to the world." And Perino called Ahmadinejad a "liar" Wednesday, because the new NIE shows that Tehran did have a clandestine nuclear weapons program at one time.

"If anyone wants to call the president a liar, they are misreading the situation for their own political purposes," Perino said. "The liar is Ahmadinejad, and he has a lot of explaining to do."

In the August meeting, the White House said, McConnell told Bush "that the intelligence community would not be able to meet a congressionally imposed deadline requiring a National Intelligence Estimate on Iran because new information had been obtained."

Perino said this information showed the White House was correct in believing that Iran had a nuclear weapons program, which it halted only because of Bush's policies.

"The international pressure -- and the president's approach -- has worked," she said
